Rebecca Murdock
Deputy Director
Rebecca (Beckie) Murdock is the Deputy Director at the Center for Innovative Change, LLC (CIC). Since 2015, as Deputy Director for CIC, she provides leadership for daily operations and contributes to training, facilitation, and consulting services. Over the past 20+ years, she has garnered extensive expertise working at the national, tribal, federal, state, regional, and local levels to facilitate efforts to analyze, plan, develop, and implement topic-specific programs.
From January 2014 through December 2015, Ms. Murdock was a visiting fellow at the Office for Victims of Crime (OVC), Office of Justice Programs, U.S. Department of Justice in Washington, DC. As a visiting fellow, she worked with OVC staff to develop new funding opportunities and contributed to the peer review development process for OVC solicitations. She also provided subject-matter guidance on working with Indian tribes and gave support to OVC’s tribal-specific projects.
In 2013, Ms. Murdock retired from the National Criminal Justice Training Center of Fox Valley Technical College, where she had over 18 years of experience developing and managing national training and technical assistance programs for law enforcement and tribal justice-related agencies. During her time at FVTC, Beckie led grant writing teams and was a program manager responsible for the development and implementation of training and technical assistance for many tribal, federal, and state programs for the U.S. Department of Justice.
Tribal experience: Beckie works with tribes, including tribal government, administration, courts, law enforcement, conservation, human resources, alcohol/substance abuse programs, community justice-related programs, healing to wellness courts, and schools to provide training and technical assistance services and support. I have also worked with county social service and law enforcement programs.
Government experience: At the state level, Beckie works with reentry, correctional institutions and facilities, state legal assistance programs, community-based corrections, courts, human service programs, and state government. She assisted at the federal level in providing training and technical assistance for the U.S. DOJ Coordinated Tribal Assistance Solicitation (CTAS) program and coordination of logistics for consultations between the federal government and tribal governments.

Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking: Regional and national training and conference development on SORNA and tribal SORNA, onsite technical assistance for tribes developing their SORNA implementation applications.

Grant Writing Instruction, Review, and Advising: Beckie has successfully written grants and cooperative agreements for funding since 1996, having written and implemented programs that have garnered over $50 million in funding. She develops grant writing teams and provides support for collaborative grant writing and management activities. She has developed and delivered grant writing and grant implementation training courses, offered in workshop formats of one day, two days, and two and a half days. She provides one-on-one technical assistance and consulting services for local, state, and national agencies and organizations. Since 2001, Beckie has actively peer-reviewed state and federal grant and cooperative agreement applications for funding from the Wisconsin and U.S. Departments of Justice, as well as the Substance Abuse and Mental Health Services Administration.
